The following information may be of use if you are a tenant of residential rental property. The Housing Act 2004 governs housing conditions and standards in rented property. The local housing authority enforces the provisions of the Housing Act 2004.
We strongly advise tenants to take responsibility to check all smoke detectors and carbon monoxide detectors are working on a weekly basis.
Should a rented property be without either of these detectors, you should contact your local housing authority as it is likely that your landlord has not complied with the law. Local authorities will have the power to fine landlords up to £5,000 for failure to comply with the legislation.

Advice for landlords
Changes in legislation on 1 October, 2015 mean that landlords will have to fit working smoke detectors on each level of ALL the properties they own. This will give tenants valuable time to escape from the property in the event of fire.
Carbon monoxide detectors must be fitted in rooms which have a solid fuel appliance such as an open fire or log burner.
By law, landlords must have all gas appliances serviced once a year by a Gas Safe registered engineer. The Gas Safe registered engineer will provide a Gas Safety record upon completion of the check. We strongly advise Landlords to fit a Carbon Monoxide detector in the property which will alert a tenant should a problem occur.
